Regional Economic Integration and Revitalising the Old Industrial Base

东北三省所有制结构相似、产业结构雷同、支柱产业相近,产业投向以重工业为主,形成众多产业基地,竞争性大于合作性。同时,由于东北三省各自为政,工业领域重复建设问题严重,所以,今后如何从市场优化配置资源的角度,加强区域经济合作,整合各地发展规划,应当是东北老工业基地振兴的最为重要的一环。针对东北三省区域经济的特殊性,文章进一步提出了东北三省的区域经济整合的基本思路和政策建议。

There are similar ownership structures, analogous industrial structures and identical mainstay industries in the three northeast provinces. Since much of the investment has been dived into heavy industries which leads to many industrial bases, the resuLt is that competition overruns cooperation. Meanwhile, duplicated constructions are serious in these areas due to provincial autonomy. Thus, it is important to strengthen regional economic cooperation and integrate their revitalising programmes from the perspective of optimizing resources allocation. Based on the particularities of regional economic in these three northeast provinces, some new way of thought and policy advices on regional economic integration have been proposed.
