摘要
“十五”期间全国环境质量状况总体上保持稳定,污染物排放总量快速增长的趋势得到初步遏制,生态保护与建设得到加强,公众对环境保护的认可程度提高,但环境质量仍然面临着严峻的形势。进入“十一五”时期,环境保护与经济发展的关系将出现从“环境换取增长”到“环境优化增长”的重要转折,通过提高环境标准、强化环境保护法规要求、创设环境保护激励制度和发展环境保护产业,有利于促进经济增长方式转变,达到环境保护与经济发展的双重目标。
During 2001-2005,the situation of environment in China remains fundamentally stable. The trend of fast growth of pollutant emission has been initiatively slowed down and the ecological conservation has been strengthened, and the public recognition to the environmental protection has been enhanced. At the beginning of the next ＂five-year plan＂, the relationship between environmental protection and economic development will change from the ＂environment for growth＂ to the ＂environment optimizes growth＂, and this will lead China to a win-win stage on environment and economy.
