郑观应是中国近代最早形成完整维新思想的资产阶级改良主义者,《盛世危言》是他维新思想的集中体现,其中包含丰富的宪法思想、国际法思想和刑事法思想,这些对清末法律改制起了重要作用。

ZhengGuan-ying, a reformist of capitalist class, puts forward integrated reform thoughts in modern China. In his great works The Speeches to Warn People of a Flourishing Era he gives full expression to his abundan thoughts on the constitutional law, the international law and the criminal law. These thoughts play an important role in the legal reform in late Qing Dynasty.
