摘要
为了加强流域防洪风险管理、提高抗洪抢险能力,减少城市因溃堤洪水而造成的人员和财产损失,提出了基于二维浅水波方程的洪水模型。通过在日本富士川流域内甲府盆地的应用,建立起了二维溃堤洪水在都市区淹没过程的计算机模拟模型,结果表明:该模拟模型具有较高的模拟精度和运行可靠性。模型不仅可用于大流域的防洪风险管理,还可以用于研究都市的实时抗洪抢险和人员安全转移方案等研究。
In order to strengtben flood risk management in a river basin, to upgrade the capability of flood control, and to reduce the losses of fives and properties in urban areas, a numerical simulation model was proposed in this study on the basis of 2D shallow water equations. A satisfactory result has been obtained by applying it into the Fuji River basin in the central Japan. Results indicate that the nuraerical simulation model proposed can be adopted not only in risk management of a river basin, but also in the study of real-time operations of rescue jobs and evacuation routes in a municipal region suffering from a serious flooding event.
