舶来术语“语言规划”或张扬它与时俱进时代特征的“语文现代化”,实质就是“干预”,是一个系列工程。本文所涉及的两个术语的本质特征恰恰表现为语言文字问题的研究当是“以人为本”。这一工程的最终目的是使语言文字为人而生、为人而变、为人而存在。

The essence of the imported term “language planning” or “Chinese language modernization” which clearly shows its characteristic of keeping pace with the times is intervening. It is a serial project. The essence of these two terms discussed in this thesis precisely illustrates that the research of problems of language should reflect the idea of giving high regards to individual persons. The ultimate aim of this project is to make oral language and written language appear, change and exist totally for the sake of human beings.
