为了构建新时期中小学教师素质的基本标准及教师教育课程体系，进行了中小学枝长对教师素质和继续教育的看法和要求的调查。结果显示：加强教育类课程的教学．是提高中小学教学质量的关键；加强教师职业道德教育，强化教师的责任心，是提高教学质量的重要举措；提高教师的工资待遇和社会地位，是推进教师专业化、提高教学质量的根本。

To establish the criteria for middle and primary school teacher qualities and the educational course system, an investigation has been made of the headmasters＇ views on teacher qualities and sustainable education, based on which the present paper comes to the conclusion that establishing an educational course system is the key to improve the instruction quality in middle and primary schools. To enhance the education of teacher ethics and to strengthen teachers＇ sense of reo sponsibility are the major measures to be taken. To raise teachers＇ salaries and social status is the base.
