Equality,Fairness and Efficiency——Which is the Value Base of the Social Policies in China?

平等、公平和效率,是社会政策研究中的重要概念,社会政策研究者大都倾向于在平等、公平和效率三者中间定位社会政策的价值基础。绝大多数学者仅仅讨论三个概念的其中之一或者之二,而没能把三个概念相联系加以区分和认识。针对上述情况,在严格辨析三个概念异同的基础上,进一步讨论了社会政策价值定位及其转向等问题。

Equality, fairness and efficiency are important concepts in the study of social policies. Scholars on social policies cline to orientate the value base of the social policies in equality, fairness or efficiency. However, most scholars discuss only one or two concepts of the three,neglecting the comparison of the three as a whole. This article makes a further research of the location and conversion of the value of social policies, basing on the analysis of similarities and differences of the three concepts.
