全面建设小康社会,要走新型工业化道路。作为经济大省的河南,人均GDP和财政收入仍然比较低,未来实现中原崛起的重中之重是集中精力推进工业化。结合工业化过程中存在的突出问题,未来工业化的重点是:始终坚持把制造业放在工业化的突出位置,以“科教兴豫”促进工业化,以工业化促进信息化。促进新型工业化建设的主要对策:深化国有大中型企业产权制度改革,全面发展非公有制工业企业,积极推进地方和企业的科技创新活动,科学地开发人力资源,妥善处理工业发展与社会和谐的关系。
