摘要
土地利用总体规划是土地资源管理的“龙头”,是对土地资源进行合理配置和实现国民经济宏观调控的基本手段,在我国土地资源管理事业中具有极其重要的作用。论文介绍了国内土地利用规划方法,分析了该方法的不足,并提出了基于系统动力学和多目标规划整合模型(SD_MOP)的土地利用总体规划方案,探讨了SD_MOP整合模型的可行性和优越性以及模型的整合过程和构建方法,为土地利用总体规划方案研究摸索出了一套新的方法。
General land use planning is the sticking point of the land resource management. It is the basic measure to reasonably scheme the land resource and macroscopieally regulate the national economy, and it plays an important role in the land resource management in our country. In this paper, the author firstly introduces the methods of general land use planning in our country , and analyses the deficiency of the current technique of general land use planning. Secondly, the author proposes a method of general land use planning based on the SD- MOP Integrated Model. Then the author studies the feasibility and superiority of the SD MOP Integrated Model and the integration process and the building method of the model, which fishes out a new method for the project study of general land use planning.
