城市化过程中土地利用总体规划与城市规划协调的思考

Consideration in Coordinating General Land Use Planning and Urban Planning during Urbanization

如何处理好城市规划和土地利用总体规划的协调衔接以更好地指导我国的城市化建设是当前一个重要课题。论文从土地利用总体规划与城市规划的研究内容和实质等方面阐述两者应协调的原因,从两者的研究角度、出发点、编制的基数和依据等方面阐述了两者不协调的原因,并分析其对规划实施的影响,最后,提出应从人口预测基数的选取、建设用地规模控制目标的统一、用地布局的宏微观协调、规划实施强调两者一致有效等方面寻求两者协调的途径和方法。

Currently it has become an important issue for us to coordinate relatious between urban planning and general land use planning so as to instruct our urbanization construction reasonably and optimize the land utilization structure. In order to enable us to know well the relation between the two plannings and consider the current urban growth situation seriously, the article expounds the reason why we should make the two plannings well coordinated and connected from their research contents and essence in detail. And from their research angle, starting points, the basis of establishment as well, the article explains why there is discordance between the two plannings. The paper also analyzes the impact of discordance on planning implementation. It says that if the establishments of two plannings are not synchronized, the respective planning conclusion about urban land scale cannot be compared and that the establishment of general land use planning may influence the controlling effect, and it also says that due to the different understanding level of the local government, the coordination and also the implemenation of urban and general land use planning may be influenced. Finally countermeasures to coordinate and connect the two plannings are proposed. The passage suggests that we should fiud methods and approaches to promote the two planning＇ s accordance from different aspects, including implementing the two plannings contemporarily and synchronously, selecting the basis of population predicting, uniting the control target of scales related to construction land, the micro and macro coordination of land arrangement, and in addition the request for accordance and efficiency when implementing the planning. Urban planning and general use planning must be coordinated and unified in determining planning index and urban land scale, which is not only the premise of sustainable, fast and stable economy, but also the essential guarantee to realize sustainable development.
