This paper sketches out what the Mineral Resource Environment Contract(MREC) is,also introduce the function of the MREC,and the field that the MREC would apply to.Through the model of MREC,some kind of companies can invest on the fields in which would facilitate saving and utilizing mineral resources.This model will overcome some barriers,includes financing,technologies capital risk,which have been developed in the process of popularizing the projects concerned about saving and utilizing mineral resources.Guaranteeing efforts taken by saving and utilizing mineral resources.Benefit share mechanism is brought by carrying out saving and utilizing mineral resources.MREC would facilitate recycling level in managing waste mine,abandon mine,waste water,also facilitate in rehabilitating mine environment.
