对新农村建设的若干思考与认识

Some Thoughts and Understanding of New Country Construction

本文指出推进新农村建设的本质意义在于全面缩小城乡差别,尤其是二次分配差别;从新设施、新环境、新房舍、新公共服务、新社会保障和新精神风貌六个方面分析了推进新农村建设的具体任务;论述了政府在推动新农村建设中的三项主要职能:规划指导、财政资助和技术服务;提出了建设新农村的主要原则:园地制宜原则、讲究实效原则、官民结合原则和节约资源原则。最后指出了新农村建设不能完全替代农业问题的解决,建议继续加大国家财政对农业的各项投入,确保农业生产稳步发展,满足国民经济和社会发展的需求,从而更好地促进和保证新农村建设的健康推进。

The essence issue of the promotion of the new country construction is to reduce the difference of the town and the country, especially the second distribution difference. From the six aspects of new establishment, environment, house, public service and the social security, the studies on the task of the promotion of the new country construction, the three tasks of the government in the promotion as the guiding, financial assistance and technology service, the main principles, including the just measures to the local condition, actual effect, the combination of the civil and officer and the saving of the nature resources are taken in the paper. At the end, the paper points that the new country construction shall not replace to the resolution of the modern agriculture and the suggestion of the national investment to the agriculture to make sure the stability to meet with the needs of the national and civil economy and the social development for the promotion of the new country construction.
