从中俄石油管道项目“安大线”的夭折看中日能源战略竞争

Sino-Japan Strategic Competition of Energy Resources reflected by the Failure of Sino-Russia Anda Oil Pipe Line Project

进入21世纪,中俄战略协作伙伴关系得到稳步发展,两国达成中俄石油管道“安大线”合作协议。但在“安大线”项目落实过程中,日本突然插手,欲与俄罗斯合作修建“安纳线”石油管道,中日两国在能源战略利益上发生碰撞。中日两国竞争俄罗斯能源的结果是,俄罗斯政府放弃了与中国“安大线”和日本“安纳线”的合作项目,从而使中俄“安大线”合作项目夭折。中日两国对俄罗斯能源的利益之争不是单纯的能源利益之争,它隐含着地缘经济、政治战略的竞争。同时,它促使中国重新思考今后的能源战略问题。

Since 21th century the strategic and cooperative partnership between China and Russia has developed steadily. The two countries have reached cooperative agreement of a project called Anda Oil Pipe Line （ Anda Line）. But when Anda Line was under construction Japan meddled and attempted to build Anna Line instead. As a result of the collision between China and Japan over the oil pipe lines project with Russia, Russian government has abandoned Anda Line with China and Anna Line with Japan. The Sino - Japan competition in Russia is not only the competition for energy interest but also the competition for geo - economy and political strategies. At the same time all this makes it necessary for China to rethink about her future energy strategies.
