工程风险管理制度是当前我国建设领域大力推广的一项基本制度。本文基于对目前国际上最常用的风险转移手段—工程保险和工程担保在风险承担和应用现状两方面的比较研究,并结合我国建设工程领域的一系列突出问题,提出了发展我国工程风险管理制度的系统化建议。
