邓小平所强调的“发展才是硬道理”,其“硬”体现在发展有一系列基本的内涵:以人为本是发展的本质;发展与我国的人口、资源、环境等基本的国情国力相适应是前提;加快弱势群体、落后地区与紧缺行业的发展是核心问题;坚持全面、协调、可持续的科学发展观乃基本战略;加强宏观调控,从根本上改革财政金融分配体制是重要举措;坚持实事求是的科学精神、讲诚信的道德观念和创建高度法治化的社会环境则是根本保证。

＂developing is the really truth＂ that Deng Xiaoping stressed, his embodies ＂forcibly＂development has a series of basic contents. Everything for the human being is essence of developing. The precondition is adapting with our country of the population , environment and resource. The key issue is to develop the economic for the poor region, poor person and so on in rapidly. The strategic purpose is to developing economic which are science, continuance, coordinate and harmony. The very important action is to control the economic from macroscopically. To reform the financial system and to build a good environment of economics which are legally and morality.
