摘要
依据普遍的欧姆定律，对ＬＥ·ｄｌ≠０时引入电势或电势差的讨论，说明了引入电势的条件并没有改变。
According to the general ohm's Law,the electric potential is discussed in the case of E·dl≠0.The result shows that the condition of introducing potential is all the same as is the usual case.
