江苏省公益性水利工程消耗补偿的状况及难点分析

Status in quo of information compensation of commonweal water resources projects in Jiangsu Province and analysis of difficulties

介绍江苏省公益性水利工程消耗及补偿情况,指出江苏省公益性水利工程消耗补偿机制难点:对补偿问题不够重视、理论研究不足,现有体制不够完善,补偿资金落实不到位和资金结构不合理,相关法律、法规不够完备,水管单位存在编制定额过时、机构臃肿、管理方式陈旧等问题。提出解决问题的对策与建议:对综合性水利资产进行界定,建立公益性水利工程消耗补偿制度,健全法律法规。

Consumption and compensation of commonweal water resources projects in Jiangsu Province are introduced.Difficulties aroused by the consumption and compensation mechanism are as follows: less attention is paid to compensation,theoretical researches are insufficient,the existing system is not perfect,compensation fund does not reach the designated position,its structure is not rational,relative rules and laws are not perfect,management modes of water authorities are old,etc.Some countermeasures and suggestions are given: to define comprehensive water resources assets,to establish commonweal water resources project consumption and compensation system,and to strengthen rules and laws.
