水资源开发和利用与社会发展研究——以新疆乌鲁瓦提水利枢纽工程为例

Studies on utilizaion of water resources and development of society—Take Wuluwati Water Control Project as an example

介绍新疆乌鲁瓦提水利枢纽已建工程概况,对该项目做水利建设项目社会评价,分析该工程水资源开发和利用与经济发展的关系。社会评价内容包括社会效益、人口、就业和福利、社会进步(含科技进步)、非自愿移民及公众的参与等有关内容。该项目水利建设项目社会评价结果表明,该项目经济效果显著,社会影响良好,有利于促进民族团结、促进边疆社会安全和社会稳定。

Social benefit and influence caused by using water resources through constructing large-scaled mountain reservoirs are analyzed qualitatively and quantitatively,such as Wuluwati Water Control Project in Xinjiang.In practice,social evaluation includes factors such as social benefit,population,employment,welfare,social progress(include technological advance),constrained immigration and public participation.The analysis shows that the projectis of great economic benefit and social benefit.The status and function of comprehensive use of water resources in the development of society are recognized.
