试论依法执政的历史必然性

On history necessity of governing by law

党的十六届四中全会提出,依法执政是新的历史条件下党执政的一个基本方式。这是中国共产党在新的历史条件下执政方式的重大转变。而这一转变具有历史的必然性。依法执政是党总结领导社会主义建设经验教训得出的必然结论,是党在新的历史条件下改革和完善执政方式的必然结果,是遵守和履行宪法党章的必然要求,是建设社会主义法治国家的必然要求,是完善和发展社会主义市场经济的必然要求,是建设社会主义政治文明的客观需要,也是促进经济社会健康发展和构建社会主义和谐社会的必然要求。

The 4th Plenary Session of the 16th term of CPC puts forward, governing by law is a basic way for the governing by the Party under the new history situation. It is the significant transformation of governing way of CPC while the transformation has historical necessity. Governing by law is the necessary conclusion drawn from the experience and lessons of socialist construction led by the Party, the necessary result for the Party to reform and perfect governing way under the new history situation, the necessary demands to obey and implement the constitution, to construct socialist country governed by law, to perfect and develop socialist market economy, the objective requirement to construct socialist political civilization, and the necessary requirement to promote the healthy development of economic society and construct socialist harmonious society.
