公共服务民营化改革中,存在着政府与公共服务的代理企业之间的责任不清和相互推诿的问题。在分析政府与代理企业的责任分工的基础上,运用混合博弈方法,分析探讨了通过监督等措施来促使公共责任实现的途径,并根据以上分析建立公共服务民营化中的从公众到代理企业的责任关系模型。
