随着河南经济的高速增长,以往的的高消耗。高污染和低效率的粗放型增长方式,使经济发展与环境,资源的矛盾日益突出,严重制约了经济的发展,也影响了人们的生活质量和生活水平,人类逐步认识到实施可持续发展的重要性。阐明了要实现中原崛起,必须用循环经济作指导,遵循“3R”原则,使其走上全面,协调和可持续发展的道路,接着提出在河南省发展循环经济的对策。

Recently, the high consumption, high pollution and inefficient extensive growth way has made the contradictions of economic development and environment and resources conspicuous day by day. It has not only restricted the development of economy seriously, but also influenced people＇s life quality and living standard. The article expounds that in order to realize the up-rising of Central Plains, we should make guidance with recycle economy and follow the ＂3R＂principle, so that it could go on the systematic , coordination and sustainable development way.Then, it puts forward the countermeasures of developing recycle economy in Henan Provine.
