Building a regulated and open water infrastructure construction market in the Yellow River Basin

1998年以来,随着国家财政投入的加大,黄河水利工程建设取得了巨大成就,以基本建设“三项制度”为核心的黄河水利工程建设市场格局逐步完善。在总结“十五”期间建设管理工作的基础上,分析了当前工作面临的形势和任务,提出了进一步改进工作、加强“十一五”期间建设管理的措施。

Since 1998, water infrastructure construction has obtained great achievements in the Yellow River Basin along with increasing financial input of the government. The pattern of construction market has been gradually improved that centers on ＂three systems＂ of basic construction. The current situation and tasks are analyzed in a scientific manner on the basis of summarizing construction management work in the 10th Five-Year Plan period. Further improvement and measures of construction management in the l lth Five-Year Plan period are presented.
