本文从俄国西伯利亚石油输出管线的来龙去脉入手,揭示了中俄日在该管线问题上的政策源流及变化,表现了三个国家在处理该问题时纵横捭阖的外交活动与风貌。尤其比较详尽地分析了俄国政策变化的国家利益和民族性格因素,论述了中国在处理该类问题上可以为今后所借鉴的经验教训和启示。
The essay explicates the reasons why China, Russia, and Japan continuously changed and adjusted their separate policies on the Siberia petroleum export pipeline, revealing the three countries' respective views and various diplomatic activities in this regard. Moreover, this passage elaborates the elements of national interest and national character underlining Russia's changes in its policies at different phases. Ultimately, this text accentuates the lessons and apocalypses China can use for reference in dealing with similar issues later.
