This paper introduces the COUNTER organization, an international initiative designed to serve librarians, publishers and intermediaries by facilitating the recording and exchange of the online usage statistics and the COUNTER project which will be a single, international, extendible code of practice way to count the online usage of networked electronic resources. The main content includes data elements, usage report content, formats, frequencies and methods of delivery. In the end of the paper, an evaluation way is put forward based on the usage data of electronic resources in the National Library of China.
