The maintenance of law and order by the police involves a delicate balance of operational efficiency and independence with accountability and responsibility and needs to be constantly updated as society changes. The challenge for the police is to achieve a balance between being the guardians of communities rather than being seen as the oppressors of them. The Scottish police service has a long tradition of ensuring the safety of its citizens and like most police services in the 21st Century has to adapt and change in order to meet new challenges. This paper which is not exhaustive, focuses on eight themes which need to be tackled if the Scottish police are to adequately confront future policing problems in the new century.
