我国农村公共产品融资与提供中的问题与对策

On Financing and Provision of Public Goods in Rural China

农村公共产品对农村经济和社会发展有着重要作用。目前,我国农村公共产品存在供给不足和结构失衡等问题,并已对农村经济和社会发展造成严重的负面影响。农村公共产品问题实际上是转型过程中政府体制、财政体制等诸多问题在农村的集中表现。

Local public goods play the critical role for the growth of rural economic and social development. However, they are not only in short supply, but also have unbalanced problem in structure. These problems have resulted in negative effect seriously for the rural economy and the society. This paper points out that the issue of public goods in rural area is in fact the external exhibition of a many of problems existed during the transition of governmental system, fiscal institution, and etc. In conclusion, the paper proposes some principles for future reform.
