国有企业现代企业制度建设中存在诸多问题,完善现代企业制度的重点和难点在于“一个减少、两个规范”,深入剖析这些问题产生的根源及其深层次的矛盾,提出完善现代企业制度的若干政策建议,对建立完善的现代企业制度至关重要。

This paper discusses some major problems in building modern enterprise system of SOEs. It points out that the pivot and difficulty rest with ＂one decrease, two criterions＂. Then this paper goes deep into taking apart the embedded roots of these problems in existence with a series of deed level conflict, and thereby puts forward some policy advice to perfect the modern enterprise system of SOEs.
