电力用户自备应急电源是应对电力突发事件的重要环节。通过对我国重要电力用户自备应急电源现状的分析,提出了2项自备应急电源配备与管理的对策:一是对电力用户实行分类分级管理;二是建立自备应急的管理机制。其中,前者包括重要电力用户概念、按用电性质分类和按重要程度分级;后者包括界定自备应急电源的配置范围和型式、界定自备应急电源的管理方式和程序以及建立自备应急电源管理的约束激励机制。

Self-prepared emergency power sources for power users is an important sector to deal with sudden electric events.Through analyzing the situation of it ,the paper puts forward two strategies.One is classified and graded management for users. The other is to build management mechanism.The former includes important user concept, classification according to power consuming character and the level of importance. The latter includes defining the scope and mode of it ,defining management manner and procedure,and building up management constraint mechanism.
