试论高等院校学院制管理模式的构建

根据高等教育管理学和系统论的基本原理,本文试图对学院制模式的构建原则、管理职能等进行分析和探讨。本文认为学院制管理模式的实施是由我国高等教育管理的发展趋势和特点所决定的。它要求高校按学科群组建学院、学校的权力重心下移,重新调整高校内部“集权———分权”关系,建立和健全科学、高效的高校管理系统,即:学校是决策中心,学院是管理中心,系是质量中心。

The internal relations between collection of rights and decentralization of rights should continue to be adjusted and the management system should be completed and amplified , in whichuniversity is the center of making policies, college is the center of management and department is the center of educational quality.
