中外环境影响评价制度之公众参与机制的比较

与一些发达国家的环境影响评价制度中的公众参与的规定相比较,在公众参与的范围、程序、时间、保障机制等方面均存在很多的不同。总地说来,我国在这方面的立法与西方还存在较大差距。通过比较,我们应该学习其优点以健全我国的公众参与的机制。

Compared with the regulation of citizen＇s participation in the environmental impact evalua- tion systems of some developed countries, there is much difference in such aspects as range, procedure, time, security mechanism of citizen＇s participation. Generally speaking, our country legislation still has heavy disparity from the west in this respect. Through comparing, we should learn from their advantages so as to perfect the eitizeffs participation mechanism of our country.
