中小企业的发展一直以来都是一个备受关注的话题,源于它们在增加财政收入、缓解就业压力、发展国民经济、丰富人民生活等方面发挥的重要作用。世界上的各个国家都存在如何更好更快地去发展本国中小企业的问题。尽管各国国情及发展阶段不同,社会制度及文化传统千差万别,但中小企业以其独特的经营方式和机制显示了其独立的存在价值和强大生命力,尤其是它们在创造就业机会和推动经济发展方面的作用而被世界各国广为重视。

Economic practice has shown small and medium - sized enterprises （SMEs） are important pillar power of economic development for each country. So many countries have adopted active supporting policies on SMEs. Our neighbor country Japan＇s supporting policies on SMEs were highly commended in the process of constructing its powerful production system. The article tries to totally analyze japanf~ sound and efficient supporting systems when developing its SMEs, and then puts forward some poli- cy - related inspiration of developing our SMEs by taking our national conditions into account.
