The technological controllability is the basic basis and prerequisite to control technology effectively. This article starts from what is the concept of the controllability, having probed into the meaning of the controllability from two angles of project and humanity separately. Then, applies the concept of controllability to the domain of technological philosophy, studying the technological controllability question, having defined the meaning of the technological controllability. And there are several respects that should be paid attention while understanding the controllability question of technology - condition,level, uncertainty, entity and value orientation, etc.
