山东省水资源安全问题及其对策探讨

A Discussion on Water Resources Safety and Countermeasures of Shandong Province

山东省是全国最缺水的省份之一,资源禀赋不足、人口密度高的刚性制约是造成水资源短缺的基本因素．水污染、地下水超采、水资源利用效率低下、经济增长方式粗放、管理体制不健全都深刻影响到水资源安全;开源与节流并举、建设节水型社会、污水资源化、充分利用海水资源、加强水资源管理是保障山东省水资源安全的根本措施．

Shandong province is one of the most deficient in water resources. Lack of water resources and high population density are the basic factors that result in water deficiency in Shandong province. Water pollution, extracting too much underground water, low efficiency of water utilization and economic increasing mode, unhealthy water resources management system all infect water resource safety of Shandong province. Developing new water resources and using water efficiently, reusing pollution water, exploiting seawater resources and strengthening water resource administration are the fundamental measures to ensure the water resource safety of Shandong province.
