首先对信息系统安全风险进行了分析与评估,指出信息安全管理的重要性及其体系,然后就安全管理中的特权分化安全原则,即“三权分立”进行阐述,结合当前存在的成功系统应用案例进行了剖析．最后给出了基于分权的安全智能卡集成系统应用研究实例．

This paper analyses and evaluates the information system security firstly, brings forth its importance and architecture. Then it gives detailed of ＂Separation of Powers＂ principle in security management architecture, after that, some current successful cases analyzed. Finally application study based on ＂Separation of Powers＂ principle has been presented.
