公共服务的民营化,是指更多地依靠民间机构,更少地依赖政府来满足公众的需求。在产品或服务的生产和财产拥有方面减少政府的作用,增进社会其他机构作用的行动。对于公共服务民营化,需要法律对于这种行政管理手段加以确立,并为这种管理模式的转变奠定法治的前提。
