建立双层出资结构的国有资产管理体制研究

Research on Establishing Two-sided Contribution System in National Asset Management

本文在分析当前国有资产管理体制存在的主要问题的基础上,以建立现代企业制度为目标,着重论述了国有资产体制改革中关于建立双层出资人的依据,进而提出了建立新型国有资产管理体制的措施。

Based on the analysis of the major problems existing in current system of national asset management, aiming at establishing the modern system, the paper emphasizes the basis of establishing two-sided contributors in the reform of national asset management system, putting forward some measures to establish the new system of national asset management, and dividing the national asset into two parts national asset in the charge of the central and the local government.
