论我国城市政府规划管理体制改革

Structural Reform in Domestic City Planning and Management

城市规划管理体制是否合理,是城市规划功能能否得以充分发挥的首要条件。在综合阐述城市规划管理与城市规划管理体制内涵和要素、特点的基础上,针对我国转型时期大多数城市规划体制的存在缺陷和管理机构、管理人员、管理方法和管理过程方面的具体问题进行分析,进而就城市规划管理体制的改革,提出了要调整规划管理机构和划分管理权限、加强规划人员培训和提高规划管理素质,以及改进规划管理方法以提高规划管理效率、完善城市规划管理法律体系,建立完整的行政监督和司法监督、社会监督机制等一系列改革的措施。

Whether the mechanism for city planning and management is reasonable or not is of primary importance for the full play of clty-planning. In respect to the fact that the mechanisms in most cities of China are far from reasonable, this paper holds that it is high time for us to reform domestic city-planning and managing mechanisms. It proceeds to point out the shortcomings of current city-planning mechanisms, including those in the organs, personnel, methods and process of management. Besides, it supplies the corresponding measures to make reforms.
