摘要
阐述了西北地区现行的人力资源政策并对其进行了评析,认为西北地区现实的人力资源应实施本地化战略,立足本地人才,积极主动地广泛培养、挖掘本地人才,充分利用本地人才,有效引进外来智力以求发展。吸引、积极聚合、运用本地人才的战略可以有效提高人才激励和管理水平,改变传统的人力资源管理观念,遏制人才的进一步东流,从而留住本地人才。
This paper claries the current human-resource policy in the northwest of China and makes comments on it. It holds that we should adopt a talent-localizing strategy in this area, cultivating local talents, making full use of them and at the same time attracting intelligence from outside. Such a strategy can effectively upgrade the talent-stimulating and managing level, renew the traditional managing concept of human resources, stop the outflow of talents and help the local talents to stay in this area.
