摘要
科技创新作为国家创新体系的主要功能之一,其发展程度直接影响到整个国家创新体系的建设与发展。为了更好地了解和把握科技创新,本文提出了影响科技创新的十一个主要因素,引用相关数据和实例加以论证。然后运用建模的方法,根据国家可调控程度和对国家创新体系的影响程度不同对上述因素进行归类分析,并提出政策建议。
S＆T innovation is a primary function of the national innovation system. Therefore, it brings to direct influence on constructing and developing of the national innovation system. Letting people know or understand S＆T innovation factor is our purpose. This article discusses II primary factors of influencing S＆ T innovation. The interrelated data and the typical examples were used in order to demonstrate the factors. Then, these faetors were classified and analyzed depending on the nation＇s controllable extent and influencing degree on the national innovation system. And the last,gives our proposal.
