韩国技术追赶范式研究及对我国的借鉴

Research on the Patterns for Technological Catching-up in Korea:A Suggestion for China

技术追赶被认为是在一个固定的技术轨道上各国的相对速度。对于发展中国家来说,要想尽快缩短与发达国家之间的技术距离,这点尤为重要。本文首先分析了韩国的三种技术追赶范式:路线创造,路径跳跃和路线模仿。然后又分析了我国技术追赶状况及相关原因,最后结合上面两方面的分析,提出了对我国在技术追赶过程中的建议:即建立一个以企业为创新主体的国家创新体系,增强我国企业的综合实力尤其是研发能力,同时加强国家在技术引进过程中的宏观调控。

Usually, technological catching- up is considered as a question of relative speed in a race along a fixed technological track. For developing countries,it is especially important if they really want to reduce the technological gap between them and the advanced countries. In the first part of this paper,we analyzed three different patterns of catchingups in Korea：path- creating catching- up, path - skipping catching - up, and path- following catching - up. In the second part,we made an analysis of the catching- up situation and reasons in our country. And in the third part, combined with the above analysis,we put forward suggestions for china in the process of technological catching- up： to establish a national innovation system with companies as the major participants,to enhance the integral capabilities,especially R＆D capabilities of Chinese companies, and to improve national strategic interventions while introducing foreign technology.
