中国企业发展环境的测评——基于AHP方法合成的指数

The Assessment of Business Development Environment in China——Based on the Analytic Hierarchy Process

本文运用层次分析法(AHP)构建了中国企业发展环境评价体系,并计算出了中国企业发展环境指数(BDEI),再现了中国企业发展环境变化的事实。同时,通过对中国企业发展环境指数变化的分析,我们对中国企业未来可能面临的不利环境因素做出了前瞻性的预测。例如,市场需求问题、资源约束问题、社会信用问题、人力资源结构问题、企业外部自主创新环境问题、融资结构问题,以及国际贸易环境问题,等等。基于以上分析,我们提出了相应的政策建议,以期为未来中国企业发展营造一个良好的环境。

By the analytic hierarchy process, we construct the assessment system of business development environment in China, then get China＇s business development environment index （BDEI）, and reflect the changes of China＇s business development environment from 1993 to 2003. Based on the analysis of the changes of BDEI, we forecast some factors that will cause negative influences to the business development, such as, market demands, nature resources, social credit, human recourse structure, outside environment of self-innovation, financial structure, and international trade environment, etc. Finally, we put forward some suggestions from government regulation perspective.
