高速公路突发事件应急管理系统

A Study on Expressway Emergency Management System

目前多数高速公路的车流量尚未达到通行能力,但各类交通事件明显增加,同时二次事故也不断增多,使得交通管理面临着巨大的挑战。本文在对监控、通信和部分收费系统功能及资源重新界定、整合的基础上,提出了功能更完善、解决问题的层次更深入、反应能力更强、具有ITS特征的现代化高速公路突发事件应急管理系统,它是高速公路交通管理与控制功能实现的发展方向。文章建立了突发事件应急管理系统的结构框架,并详细介绍了突发事件管理活动的工作重点和过程。相信通过对高速公路突发事件应急管理系统的研究,能最大限度地发挥我国当前高速公路资源的功效,为我国的高速公路管理提供科学的管理依据。

On the basis of the combination of surveillance and control system, communication system and parts of toll system, an expressway emergency management system with perfect functions is put forward, which has ITS characters and can solve more difficult problems rapidly. The system is the development direction of traffic management and control function of expressways, the framework of management system is brought forward, and the approaches of management in detail introduced. Through study on the expressway emergency management system, the existing resource function of expresway system can be utilized roundly, furthermore can provide scientific administration base for expressway management.
