东北地区农业机械化发展的战略思考

Strategic Thoughts on Development of Agricultural Mechanization in Northeast Area

在实施振兴东北老工业基地战略的宏观背景下,分析了东北地区农业和农业机械化在全国经济发展格局中所处的地位与作用,强调了发展农业机械化是老工业基地振兴的重要内容;论述了东北地区农业机械化发展的现状、主要特点、主要差距、存在问题和发展趋势;提出了“十一五”期间乃至未来15年农业机械化发展的目标、重点,以及为完成这些发展目标所应采取的发展战略与主要措施;同时,指出了要用新思路、新体制、新机制和新方式发展农业机械化。

Under the macro-background carrying out the strategies on utilizing the traditional indvstrial base in Northeast, this paper analyzes the status and functions of the agriculture and agricultural mechanization in Northeast Coatings in the national economic development, and emphasizes that development of agricultural mechanization is an important content to vitalize the traditional industrial base. The development of agricultural mechanization in Northeast is discussed, including its present situations, principal characteristics, main gaps, existing problems, and developing trends. Its developmental strategies and measurements are put forward to realize its targets and emphasizes in the period of the 11th five-year-plan, or the coming 15 years. At last, this paper points out the new thoughts, new system, new mechanism, and new style should be employed to develop agricultural mechanization.
