对BOT项目建设管理三要素的几点思考

Considerations on Three Elements of Construction Management of BOT Projects

以BOT模式进行大型基础设施项目建设在我国已经起步,结合目前公路BOT建设项目实际,重点分析了设计、监理、施工三个要素中存在的问题。特别提出了重视设计环节,引入设计监理,强化设计阶段的投资控制,完善监理制度等一些值得深入思考的问题,以及解决这些问题的思路或办法。

Nowadays the practice that large infrastructure projects are constructed by means of BOT mode is growing in China. On basis of the actual conditions of the construction of BOT highway projects, the article analyzes with emphasis the problems existing in the design, supervision and construction of the BOT projects. Furthermore, the article provides some suggestions such as placing special emphasis on design steps, introducing design supervision system, strengthening the control of the investment during design stages, improving the supervision system and some other countermeasures.
