长期以来,“一稿多投、多发”一直是作者和编辑感到困惑并力图加以解决的难题。笔者认为在市场经济和网络迅猛发展的时代,编辑应该改变观念,以人为本,走出“一稿多投、多发”的误区,默许“一稿多投”,严惩“一稿多发”。
