Reforming Administration at the Township Level in China

本文通过分析中国农村乡镇机构现状,指出了乡镇机构改革中存在的问题,提出乡镇机构改革分两步走的设想:先用3～5年时间转变职能,再用3～5年时间取消乡镇政府,改设乡镇公所。

There are a series of problems in the reform of administration institutions at the township level. The article proposes a two-step way of the reform. The first step is to change the functions of the township administrative organs in three to five years and then, another three or five years to establish a new kind of agency to replace the current governments at the township level
