中国农业银行产权制度改革的思路与模式选择

The Idea and the Pattern Choice of the Property Right Reform of the Agricultural Bank of China

当前,中国农业银行体制弊端尤其是产权制度的弊端已经成为了其股份制改造的主要障碍.通过对产权理论的分析提出了把农业银行改造成国家控股的股份制商业银行的设想,认为应首先将农业银行转变成为中国农业银行集团公司,在集团下重组出若干股份制银行和其他金融机构,形成“集团公司+股份制银行”的改造模式,再进行股份制改组,在保证国家控股的基础上合理设置各种股权.

At present, the drawbacks in the system of agrieultral bank of China, especially those in property relations have serionsly restricted its own development seriously. This article analysed property right theory and proposed the agricultural bank be transformed into a commercial bank controlled by the state. The bank should be changed into the group company at first, then several shareholding system banks and other financial institutions should be built under the group,so the modes of ＂the group company ＋ shareholding system bank＂can be formed. After that, shareholding system reorganization, and various kinds of stock rights can be carried out rationally on the basis of guaranteeing the country＇ s interest.
