开创地震科技信息新局面的几点思考

摘要 人类社会即将进入信息高速发展的21世纪,全球许多国家都正在投入大量的人力和物力开发新世纪的信息技术。中国政府也设计了适合国情的“信息高速公路”计划。中国是世界上内陆地震最多的国家,也是遭受地震灾害最严重的国家。据预测,本世纪末或下世纪初,中国大陆地区将进入本世纪以来第五个地震活跃期的高潮期。本文就“九五”期间,地震科技信息工作如何适应新的形势,围绕以地震预报和防震减灾为主要目标的服务工作,逐步建立与防震减灾相适应的社会公益型和科技服务型系统,开创地震科技信息工作新局面提出了几点设想。 The human society will enter the 21st century which will be an epoch of high-speed development of ic formation.Many countries all over the world are now putting massive manpower andmaterial resources to develop information techniques for the new century. The Chinese government has also developed a project of“Information Freeway”which is suitable to the country’sconditions.China is a country with the most numerous continental earthquakes and has sustainedthe most serious earthquake disasters in the world.It was predicted that the continental regionsof China will enter the high tide of the sib active seismicity stage at the end of this century or inthe beginning of the next century. The present paper puts forward some viewpoints about how thework of seismological science and technology information to fit the new situations, to center thework on the main goal of earthquake predictions and earthquake preparedness and disaster reductions;to progressively develop the public-welfare type and scientific and technological service typeinformation system suitable to earthquake preparedness and disaster reduction; and to open up anew prospect of seismological science and technology information, during the time of the NinthFive-Year Plan.
