This paper expounds how the county （district）-level public libraries to make rational use of the limited book-purchasing funds, and points out that the literature-purchasing personnel of he county （district）-level public libraries should start from the reality of the local area and his own unit, adopt the practicable measures for making rational use of the limited book-purchasing funds and giving full play to the due social benefit of these funds.
