摘要
在21世纪的中国,经济高速发展所带来的资源、环境、生态等问题已经成为可持续发展的制约,因此,政府提出坚持以人为本,把发展切实转入全面协调可持续的轨道;加快转变经济增长方式;把资源节约作为基本国策,发展循环经济,保护生态环境,加快建设资源节约型、款境友好型社会;显著提高资源利用效率,到2010年使单位国内生产总值能源消耗比2005年降低20%左右。本文从可持续发展的观念出发,简要阐述我国能源发展战略的核心——提高能源效率的潜力及相关保障措施。
In the 2^st Century, with high growth of economic development, China is facing the problem of obstacle for sustainable development on resource, environment, and ecological aspects. In result, the Chinese government pledge to stick to human-oriental society and lead to harmonized and sustainable development; to speed up the transformation of economic growth mode; to take energy conservation as basic national policy; to develop a recycling economy and protect environment; to building a resources-conservation and environmental friendly society; to significantly increase the energy efficiency and to achieve that energy consumption per GDP in 2010 will be reduced 20% than that in 2005.
